PROBLEM TO BE SOLVED: To provide a transmission management system for message capable of efficiently performing elimination of unsolicited mail. SOLUTION: This system comprises a plurality of message receiving devices 6, and a message management device 4 including a management device-side storage part 38 storing transmitter information and receiving device information in conformation to each other and a management device-side control part 36 prohibiting, in transmitting a new message, the transmission of the message when receiver information designated as the receiver of the new message and transmitter information of the message are stored in conformation to each other in the management device-side storage part. The management device control part sets, when a plurality of pieces of different receiver information are conformed to one piece of transmitter information, the one piece of transmitter information as common prohibition information, and prohibits, with respect to messages including the common prohibition information as transmitter information, the transmission thereof to all the message receiving devices that are transmission management objects.
