PROBLEM TO BE SOLVED: To reduce costs by reducing the total number of working man-hours in the installation of a fence and a cable passing pipe or monitoring equipment, and to improve an appearance. SOLUTION: A plurality of supports 11A and 11B for a sensor are arranged in such a manner as to enclose a controlled area. Floodlighting parts 12 (a etc.) and light-receiving parts 13 (a etc.), which constitute an infrared sensor, are provided on the upsides of the supports 11A and 11B, and fence bodies 15A and 15B are attached between the supports for the sensor. The fence bodies 15A and 15B are constituted in such a manner that a wire net 18 is held by vertical supporting bodies 16a and 16b, a cable-passing-pipe supporting body 17a which is, for example, an upside horizontal supporting body and which is composed of a cylindrical metallic pipe, and a downside horizontal supporting body 17b. A surface-light-emitting lighting plate 23 as a threatening device is mounted on the outer periphery of the supporting body 17a, and a cable 20, which is composed of a signal wire and a power wire, connected to the infrared sensor and the threatening device, is passed through the inside thereof.
