PROBLEM TO BE SOLVED: To provide an inexpensive paper punching device with a simple structure that has an excellent adjustment function for a punching position. SOLUTION: The paper punching device is provided with: a pair of side gage racks (81, 81) arranged at both side end parts of a paper loading stand (12) so as to be freely put in and taken out; a pair of right and left paper setting members (80, 80), which is arranged in the exit side end part of each side gage rack (81) and freely rotatably supported between a first position orthogonal to the side gage rack (81) and a second position on the axis line in the length direction of the first position centering around a horizontal support shaft (80a) orthogonal to the side gage rack (81); and a stopper member (82) for positioning the paper setting members (80, 80) at the first/second positions by elastically bringing each paper setting member (80) into contact with the tip face of each side gage rack (81).
