PROBLEM TO BE SOLVED: To provide a surface-coated cermet cutting tool with anα-type Al<SB>2</SB>O<SB>3</SB>thick layer exerting excellent chipping resistance. SOLUTION: The surface-coated cermet cutting tool is composed by forming a hard coating layer composed of the following lower and upper layers (a) and (b) on the surface of a tool base body composed of WC-based cemented carbide or TiCN-based cermet, wherein (a) the lower layer is a Ti compound layer which is composed of one or more layers of a TiC layer, a TiN layer, a TiCN layer, a TiCO layer, and a TiCNO layer, all formed by chemical vapor deposition, and has a total average layer thickness of 0.5-10μm, and (b) the upper layer is a reformedα-type Al<SB>2</SB>O<SB>3</SB>thick layer which has anα-type crystal structure in a chemically vapor-deposited state, shows a distribution graph of a specific inclination angle frequency, and has an average layer thickness of 16-30μm.
