An organic electroluminescent device and a method for manufacturing the same are provided to reduce resistance of scan lines by providing a scan line with a multi-layered structure. Plural pixels are formed in luminescent regions formed by first indium tin oxide layers(200) and metal electrode layers(202) which cross first indium tin oxide layers. Scan lines(206a,206b) have a metal layer and at least one via hole(208) formed on the metal layer. The metal layer and the metal electrode layer are made of the same material. The metal layer is connected to the metal electrode layer through the via hole. The scan line has a second indium tin oxide layer spaced apart from the first indium tin oxide layer and a first oxide prevention layer formed on the second indium tin oxide layer.
