PROBLEM TO BE SOLVED: To provide a low-cost infrared bulb capable of providing a desired heating element temperature distribution using a simple structure, and to provide a heating/warming device. SOLUTION: In relation to a heating element, having a first heat generating part formed on a plate width surface having the same plate width and a second heat generating part, having a different heating temperature at a predetermined position of the heating element 2, a cross-sectional area of a cross section vertical to the longitudinal direction in the second heat generating part is set smaller than that of the first heat generating part; and the heating element has a curved surface or an inclined surface in a boundary part between the first heat generating part and the second heat generating part and is so structured that the heating temperature in the longitudinal direction in the boundary part is changed gradually by current carrying.
