PROBLEM TO BE SOLVED: To provide a method for manufacturing a porous glass preform, in which silica is prevented from being stuck to the tip end of a burner cover and a glass preform having few air bubbles can be obtained when sintered vitrified, and a burner for deposition used in the same. SOLUTION: In the method for manufacturing the porous glass preform, by supplying a raw material for glass, a combustible gas and a supporting gas to a burner, and depositing glass fine particles formed by a flame hydrolysis reaction, the burner cover 4 having a curved surface at its tip end is fitted to the burner 3, and the glass fine particles formed by the flame hydrolysis reaction are deposited. The raw material for glass, the combustible gas and the supporting gas are supplied to the burner 3 in order to form the glass fine particles in an oxyhydrogen flame. To the burner 3, the burner cover 4 having a curved surface at its tip end is attached.
