PROBLEM TO BE SOLVED: To attain the reduction of a circuit scale by improving an error rate even when an encoding rate is high. SOLUTION: By a GS encoder 104 of a recording/reproducing device 10, a plurality of encoded bit strings are generated by scrambling an input bit string, and the bit string having a predetermined width in the generated bit strings is selected while shifting bits one by one, and a DC component of selected each bit string is evaluated, and the bit string with suppressed DC component is extracted from among the plurality of encoded bit strings, based on a result of the evaluation.
