PROBLEM TO BE SOLVED: To provide a measurement method for a measurement control system or the like which adapts the system to a group of time limitations regarding a detected device, such as a measurement sampling rate. SOLUTION: The method for designing the measurement control system has: a step for deciding a HRT/SRT boundary between a hard real time (HRT) part for the measurement control system and a real soft time (SRT) for the same system; and a step for deciding a HRT/SRT buffer for the HRT/SRT boundary in accordance with the group of time limitations regarding the HRT part.
