PROBLEM TO BE SOLVED: To provide an evaluation system of a certificate examination and an evaluation method of the certificate examination, capable of performing appropriate evaluation which unites the time for solving a test question with the number of correct answers by adding time-wise processing capability for solving the test problem to understanding capability for drawing a correct answer. SOLUTION: The system comprises; a memory means 2 for storing test problem paper 1a for certification in which a time limit for solving a problem for the same test problem is divided into several steps, a solution table 2a in which a correct answer data is related to each test problem, and an evaluation data table 2b in which a predetermined evaluation data is related to combination of the number of correct answers regarding the test problem and the time limit; and output means 7 and 8 in which, based on the selected time limit and answers on the solution paper 1b of the test problem, a data of the number of correct answers corresponding to the solution is detected by retrieving the solution table, and in which the corresponding evaluation data is extracted from the data of the number of correct answers and the data of the time limit by retrieving the evaluation data table and the extracted evaluation data is outputted.
