PROBLEM TO BE SOLVED: To provide a paper feeder and an image forming device capable of shortening the time for elevating paper sheets, and stopping the paper sheets at the optimum paper feed position. SOLUTION: When paper sheets P are set, a lift motor is started, and the paper sheets P are elevated at the speed A×2 (S13). When a first light shielding plate elevating interlockingly with the elevation of the paper sheets P is detected by a PI sensor (S14), the number of rotation of the lift motor is reduced, and the elevating speed is switched from the speed A×2 which is the higher value to the speed A which is one half of the higher speed (S15).
