PROBLEM TO BE SOLVED: To measure, in a short time, a uniformity, a spring constant, a profile or the like at high speed. SOLUTION: This device includes the first measuring part 2 for measuring static data for operating a tire performance value A including the profile of a tire T and the spring constant of the tire, and the second measuring part 3 capable of measuring high-speed rotation data for operating a tire performance value B1 including the uniformity (including RFV, LFV and conicity) of the tire in high-speed rotation of the tire T and non-high-speed data for operating a tire performance value B2 including static unbalance. The first measuring part 2 includes a scanning means 5 for measuring the profile, and a spring constant measuring means 6 comprising a triaxial direction moving plate 28 provided with a triaxial force sensor.
