PROBLEM TO BE SOLVED: To provide an electrolytic nitrogen removal system where the removal of a nitrogen component can be performed without excessively increasing the concentration of cloramine in a storage tank. SOLUTION: The water to be treated is discharged from a storage tank 1, and, on the way of a circulation path 6 for returning the same to the storage tank once more, a by-pass passage 14 of returning the water to be treated electrolyzed by a passing type electrolyzer 9 from the downstream side of the circulation path to the upstream side of the circulation path for retreatment is provided. According to this invention, by the bypass passage 14, the water to be treated electrolyzed in the passing type electrolyzer 9 is fed to the passing type electrolyzer 9 once more before its returning to the storage tank 1, so as to be electrolyzed, and undergoes a plurality of passes.
