A power system stabilizer is provided to enhance operation stability of a power system by absorbing and discharging an excessive and deficient portion of electric power by using a super capacitor. A power system stabilizer using a super capacitor includes a load controller(2), a converter(3), a super capacitor(4), and an inverter(5). The load controller receives power from a system by a system frequency and voltage and delivers the power to the converter. The load controller receives power from the inverter and delivers the power to the system. The converter is connected to the load controller, which supplies excessive power to the super capacitor, when a power supply is greater than a power demand. The super capacitor is connected to the converter and the inverter and stores/discharges an electric energy. When the power supply is smaller than the power demand, the inverter supplies the electric energy, which is stored in the super capacitor, to the load controller.
