<p><P>PROBLEM TO BE SOLVED: To minimize the inventory of raw materials and recycle materials to be generated due to the deviation of periods between the production of the recycle materials and the production of products for recycle material reuse by obeying a recycle rateα. <P>SOLUTION: A calculating part 48 prepares the production plan of recycle materials in a recycle process in which the total of before recycle inventory in a recycle process and before manufacturing inventory in a manufacturing process is minimized based on the lower limit value of a recycle rateαof the used recovery products of a storage part 40, the raw material configuration of the used recovery product of a storage part 41, the raw material configuration of the products for recycle material reuse of a storage part 42, the lower limit value of a recycle material use rateβof a storage part 43, the predicted supply quantity of raw materials to a recycle process 6 of the storage part 45 and the reproduction plan of products for recycle material reuse in a manufacturing process 1.
