PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method for suppressing the occurrence of spent phenomenon and wear of a coating layer of a magnetic carrier in image formation by a hybrid development system, and for improving the stability of image quality and achieving higher durability and longer lifetime of a developer when image formation is repeated. SOLUTION: Before the first use of the image forming apparatus by a hybrid development system, a developing unit is filled with a developer comprising a nonmagnetic toner, a magnetic carrier and reversely chargeable resin particles which are charged to a polarity reverse to the charge polarity of the nonmagnetic toner, wherein a content of the reversely chargeable resin particles is 0.05-12.0 vol.% based on the amount of the magnetic carrier and the reversely chargeable resin particles have a volume average particle diameter r satisfying the expression (I): R/200≤r≤R/2 with respect to a volume average particle diameter R of the nonmagnetic toner.
