PROBLEM TO BE SOLVED: To provide a manufacturing device suitable for manufacturing a polymer film, and a manufacturing method for manufacturing the polymer film using the device, capable of suppressing a problem that the film is broken in a long hole shape in the width direction of the film at a hole with a pin bitten therein when the polymer film, in particular, a polyimide film is manufactured, and the drying and the heat treatment are performed by using a tenter type conveying device. SOLUTION: In the polymer film manufacturing device, and the polymer film manufacturing method using the same, the polymer film manufacturing device having a tenter treatment unit has a means of cooling the polymer film, or a film consisting of its precursor so that the temperature of a pin is below 180°C at the film holding starting point at which the pin pierces both ends of the film and carries the film.
