PROBLEM TO BE SOLVED: To provide an inexpensive actuator capable of increasing a swing angle (amplitude) and also being downsized. SOLUTION: The actuator has: a mass part 21 formed in a plate or a substantially plate; a supporting part 22 for supporting the mass part 21; elastic connection parts 23 and 24 which connect the mass part 21 and the supporting part 22 so as to turn the mass part 21 with respect to the supporting part 22; and piezoelectric elements 31, 32, 33 and 34 which connect the elastic connection parts 23 and 24 and the supporting part 22 (or a part fixed to the supporting part) and expand and contract between them. The piezoelectric elements 31, 32, 33 and 34 expand and contract in the direction substantially parallel to the face of the mass part 21 and substantially perpendicular to the turning axis 25 of the mass apart 21, thus the mass part 21 is turned by giving torque on the elastic connection parts 23 and 24.
