PROBLEM TO BE SOLVED: To provide an elastomer composition which is capable of preventing a softener from bleeding by suppressing the cross-migration of a softener in the elastomer and to provide a rubber roller which is capable of preventing the inconvenience to cause the discoloration on a contacting part. SOLUTION: The elastomer composition contains 100 parts by mass of a rubber component containing at least one kind of a diene-based rubber or an EPDM rubber, 2-150 parts by mass of a mixture of a thermoplastic elastomer and a thermoplastic resin, 50-250 parts by mass of a softener, 0.1-5% by mass, based on the softener, of a cyclodextrin and a crosslinker, and comprises a dispersion of the rubber component into the mixture of the thermoplastic elastomer and the thermoplastic resin by the dynamic crosslinking.
