This invention provides a transparent electrically conductive film comprising a carbon fiber structure dispersed in a resin matrix, the carbon fiber structure being formed of carbon fibers having an outer diameter of 15 to 100 nm, characterized in that, in an embodiment where a plurality of the carbon fibers are extended, the carbon fiber structure has a granular part for mutually bonding the carbon fibers and the granular part has been formed in the process of the growth of the carbon fibers. Since fine carbon fibers can be homogeneously dispersed and distributed over the whole matrix, a good electrically conductive path can be formed over the whole matrix even when the amount of the carbon fiber added is small, whereby an electrically conductive film, to which good electrical conductivity has been imparted with good controllability, can be provided. Further, since homogeneous dispersion is possible, good transparency can also be realized.
