PROBLEM TO BE SOLVED: To provide a rubber composition for a tire which contains silica in high concentration, and has desired physical properties by inhibiting the development of bubbles and the rolling adhesion, and to provide the manufacturing method and the tire using the rubber composition for a tire. SOLUTION: The manufacturing method of a rubber composition for a tire comprises at least a base kneading process for kneading a compounding ingredient, wherein the compounding ingredient is a mixture which comprises compounding at least 10-90 pts.mass silica, 0.5-9 pts.mass silane coupling agent and 5-50 pts.mass oil based on 100 pts.mass diene polymer, and wherein the base kneading process comprises a plurality of process blocks, and the kneading temperature at the time of the beginning of the last block among the process blocks is set up in the range of 100-135°C.
