A film layer(12) is formed on an upper surface of the cover layer with plastic resins or reaction hardening resins. A luminous layer(13) is formed on an upper surface of the film layer with binder and luminous material. A protection coating later(14) is formed on an upper surface of the luminous layer with hardening type coating material.
