PROBLEM TO BE SOLVED: To provide a method for preparing a bulk filler for increasing the bulk of paper that shows an improved filler utilization rate, does not hinder the bonding of pulp fibers between which the filler is distributed, can achieve a higher paper bulk with a small amount of pulp, and simultaneously increases the whiteness and opacity of paper. SOLUTION: The method comprises steps of dispersing inorganic fine particles in an aqueous solution of an alkali metal silicate, subsequently adding an acid to the slurry while keeping its temperature in a range of 60 to 100°C by heating and stirring the slurry, to obtain a silica sol, and adjusting pH of the resultant reaction mixture in a range of a neutral to weak alkaline condition, to obtain inorganic fine particle-silica composite fine particles.
