An LED lighting device and a manufacturing method thereof are provided to prevent LEDs in the lighting device from being degraded by discharging the heat through a heat radiating aperture on a housing of the LED. An LED lighting device includes at least one LED(Light Emitting Diode)(310), a reflective plate(320), a base portion, a cover frame(330), and plural heat radiating pins(340). The LED serves as an optical source. The reflective plate reflects the light, which is emitted from the LED, to a predetermined angle. The base portion receives power from outside. The cover frame is formed to outside of the reflective plate and the base portion such that the reflective plate and the base portion are protected. The heat radiating pins discharge the heat energy, which is generated at the LED, to outside of the cover frame.
