An apparatus and a method for manufacturing plastic bags for an automatic umbrella wrapper are provided to avoid contact with a coated adhesive by using a tension regulating roller. An apparatus for manufacturing plastic bags for an automatic umbrella wrapper includes a print roller(200), an adhesive coating roller(300), a tension regulating roller, a drier(500), a sensor, a heating unit, a sealing cutter(600), and a lamination unit(700). An escape recess having an outer diameter smaller than the outer diameter of a roller body is formed in the tension regulating roller so that an adhesive coated in the adhesive coating roller cannot make contact. The drier dries an adhesive coating portion of a vinyl material on which the adhesive is coated.
