An elastic member (38) energizing the first lever (31) and the second lever (32) to reduce the rotational speed by a specified amount at a low rotational speed is installed between the first lever (31) and the second lever (32), and a set load changing means (50) for the elastic member (38) is fitted to the first lever (31) near the elastic member (38).
