Provided is a submarine-cable protection artificial fishing reef by using a waste electric pole, thereby enabling fishes to reside on a frame which is installed on a bottom of sea for protecting a submarine cable. A frame(10) is installed on a bottom of sea and is coupled to a vertical frame(11), a horizontal frame(12), and an inclined frame(13) for protecting a submarine cable, and has a cable protection space(14) formed on the center portion of a lower portion thereof. A seat(16) has stepped portions(15) formed on the vertical frame and inclined frame for mounting a waste electric pole on upper and lateral portions of the frame. A fastening member fixes the waste electric pole seated on the seat. The frame is formed in a pyramid shape in which the vertical frame, the horizontal frame, and the inclined frame are engaged to each other in an angle shape.
