An improved variable inclined type mesh panel and a net breakwater for controlling erosion and deposition of beach sands using the same are provided to change the slope of the mesh panel on the uneven ground by containing plural fixing members fixing the mesh panel sections at left and right support members. A variable type mesh panel(10) is composed of left and right support members(12,12'); mesh panel sections(16) attached at the left and right support members; and plural fixing members(14,14') fixing the mesh panel sections at the left and right support members. The number of the fixing members is each different, and a skirt(18) which is not fixed by the fixing member is freely bent or folded. The fixing member is a bolt, a nut, and a rivet. The variable type mesh panel is a high density polyethylene resin. The inclined angle of the skirt is 0~30‹.
