A plastic bag manufacturing apparatus and a method for manufacturing plastic bags using the apparatus are provided to form a dual fusion portion along the sealing edge of the plastic bags by using a cutting blade of a special structure. A plastic bag manufacturing apparatus includes at least one thermal fusion cutting blade(20) and a working die. A thermal adhesion plate(25) is disposed in parallel to the thermal fusion cutting blade. The horizontal length of the thermal adhesion plate is substantially the same as the horizontal length of the thermal fusion cutting blade. The thermal adhesion plate is fixed to at least one surface of the thermal fusion cutting blade so that the lower end edge thereof is located at the almost same height as a blade edge(21) of the thermal fusion cutting blade.
