A multimedia streaming service system and method are provided to allow a user to download only key frames without the necessity of waiting until the whole file is downloaded. When a client(100) requests multimedia contents, a multimedia contents server(300) packetizes an I frame of a corresponding multimedia file, downloads it through a TCP, and when the TCP(Transmission Control Protocol) transmission is completed, the multimedia contents server(300) packetizes P and B frames of the multimedia file and provides them through a UDP in a streaming manner. The client(100) receives and stores the I frame, and when it receives the P and B frames through the streaming service, the client(100) determines the reproducing order of the P and B frames together with the stored I frame, and outputs them.
