<P>PROBLEM TO BE SOLVED: To obtain efficient system operation when there are base stations 304-309 unable to receive control signals due to the occurrence of a fault from a master base station 300 in a base station system 100 (task processing system) in which a plurality of the base stations 300-309 (processing units) perform processing based on the control signals from the master base station 300, and at the time of fault restoration, to obtain efficient system operation without degrading service quality such as the disconnection of a call in communication. <P>SOLUTION: On the occurrence of the fault, a network control unit 200 (control unit) stores, as one group, the base stations 304-309 which cannot receive the control signals from the master base station 300, selects one of the base stations as the master base station so as to control a system operation mode.
