PROBLEM TO BE SOLVED: To improve transparency and a refractive index and to reduce the rate of change of the refractive index due to temperature. SOLUTION: Inorganic fine particles are dispersed in water, an alcohol or a mixture thereof. After surface-treating by adding and reacting a surface treating agent of a silane to the obtained inorganic fine particle dispersion, the surface-treated inorganic fine particles are dispersed in an organic solvent having a SP value of 10 or less.
