PROBLEM TO BE SOLVED: To provide an image processing technique which can realize high-quality image formation utilizing a threshold matrix having a comparatively large size such as a blue noise mask and halftoning processing which causes image defects due to no ejection (inrecordable) to be less apparent without largely increasing storage capacity. SOLUTION: For an area (partial area) which corresponds to an inrecordable position in a basic threshold matrix and has a predetermined pixel width, threshold values (sub-matrix) for realizing dot arrangement which reduces visibility of image defects due to incapable recording are calculated in advance. A plurality types of such sub-matrices corresponding to differences in inrecordable positions are prepared. Then, based on information of a specified inrecordable position, a corresponding area on the basic threshold value matrix is determined, it is replaced by the sub-matrix in which the area is stored, and a halftoning process is performed by applying the obtained threshold value matrix.
