PROBLEM TO BE SOLVED: To provide a user-friendly information recording and reproducing device at low cost, which operates with less power consumption, is excellent in an EMI (electromagnetic interference) prevention effect, is light in weight and small in physical size and is suitable for especially portable equipment. SOLUTION: The information recording and reproducing device has a processor A for controlling a scanning means for a recording medium, a record signal processing means and a reproduced signal processing means, and a processor B for instructing the processor A to record information on the recording medium and reproduce the information from the recording medium, and is provided with a memory means which can be accessed at random by the processors A and B and stores the information to be recorded and the reproduction information.
