PROBLEM TO BE SOLVED: To prevent decrease in image density and occurrence of toner dropping and vertical stripes while preventing Hakiyose like tire tracks, toner scattering, fogging and Amefuri like toner specks in a nonmagnetic single-component jumping development system. SOLUTION: A nonmagnetic single-component developer is provided which comprises toner particles containing at least a binder resin, a colorant and a release agent, and inorganic fine particles and which has a specified relative dielectric constant and a dielectric loss tangent, to be used for a single-component jumping development method. The method is carried out by applying an alternating electric field on a developer carrier while shielding a part of a developing region between the developer carrier and an electrostatic latent image by use of a shielding member which has a specified surface resistivity and is placed in the developing region.
