摘要 PROBLEM TO BE SOLVED: To stably carry out operation even when there is a change in a combustion situation of an incinerator. SOLUTION: A target trajectory is set on the basis of a desired value and an actually measured value of a controlled variable (S1 and S2). A fluctuation portion of the controlled variable when a manipulated variable is not changed hereafter is calculated (S3). A deviation between the controlled variable and the target trajectory when the manipulated variable is unchanged is determined therefrom (S4). A constraint is set in response to the situation of the incinerator (S5), and on the basis of the constraint, a control input deviation amount for compensating the deviation is optimized (S6). In optimization of the control input deviation amount, a change of the combustion situation of the incinerator is detected from a result of a dead time calculated on the basis of the actually measured value of the controlled variable and a performance value of the manipulated variable (S61 and S62), and switching of models is carried out as needed (S63 and S64).
