<P>PROBLEM TO BE SOLVED: To provide a ZrO<SB>2</SB>sintered compact suitable for a member of a crusher such as a crushing steel ball or the like excellent in wear resistance and durability, and its manufacture method. <P>SOLUTION: The ZrO<SB>2</SB>sintered compact has 11-19 vol.% cubic crystal in the crystal phase, contains 3-6 wt.% stabilizer, has 20 μm or thinner thickness of a monoclinic crystal layer from the surface of the sintered body after a heat treatment in water having a temperature of 200°C for 5 hours, has 10 vol.% or smaller monoclinic crystal phase in the crystal phase, has 1,200 MPa or higher average bending strength, has 5.9 g/cm<SP>3</SP>or higher bulk density, and contains 0.2-0.5 wt.% Al<SB>2</SB>O<SB>3</SB>.
