PROBLEM TO BE SOLVED: To read a program and data using communication and broadcast to transmit control information in consideration of starting time.

SOLUTION: Control in consideration of setup time is performed by a transmitter including a transmitting part for transmitting transmission format information to a receiver, the transmission format information including an identifier for identifying the program or the data used in the receiver and start time information associated with the identifier and indicating start time for automatically starting the program or the data by the receiver.
