<p><P>PROBLEM TO BE SOLVED: To provide a data transmitter/receiver capable of improving QoS (quality of service) for guaranteeing a fixed communication speed in a communication service in which communication delay, instantaneous interruption, stopping or the like in a video telephone, an IP telephone, or the like. <P>SOLUTION: The data transmitter/receiver 1 configured so as to transmit each packet after eliminating priority information of each packet data when the transmission of a non-priority packet data is made to wait on the basis of the priority information due to the existence of priority packet data and each packet is transmitted to each uplink port connected to an external network line, is equipped with a transmission sped control part 9 for setting a transmission frequency rate of each packet data.
