PROBLEM TO BE SOLVED: To provide a method of manufacturing a flat belt having an excellent noise suppressing effect. SOLUTION: In this method of manufacturing the endless flat belt, a flat transmission surface polished by a polishing roll is formed on at least one of outer and inner peripheral surfaces of the belt. While the flat transmission surface is allowed to abut on the polishing roll so that the tangent of the flat belt relative to the lateral direction of the flat belt exceeds an angle of 5°, the flat transmission surface is moved in the circumferential direction to polish the flat transmission surface.
