PROBLEM TO BE SOLVED: To reduce emission by accelerating evaporation of fuel adhering on a wall surface of an intake air passage of an internal combustion engine. SOLUTION: An intake control valve 21 is installed in an upstream of a fuel injection valve 41 in the intake air passage of the internal combustion engine. The intake air control valve 21 has a shape forming a substantial gap g between the valve and the wall surface of the intake air passage over whole circumference under fully closed condition.
