PROBLEM TO BE SOLVED: To easily judge agricultural chemicals which is fitted to agricultural chemicals use standards before use even at a place where there is no cable facility and no radio wave reaches.

SOLUTION: In a management device 14, data for a portable terminal is created by associating the optimal crop protection standard in an applicable use area of agricultural chemicals and associating only circulated agricultural chemicals in the same area fitted to the same standard with each of specified items of each user. In the portable terminal 16, when agricultural chemicals which are the same as the agricultural chemicals to be judged are associated with the optimal crop protection standard in the data for portable terminal, the agricultural chemicals to be judged are judged as usable when the number of use of the agricultural chemicals to be judged in record information of crop protection recording is less than the specified number of use of the agricultural chemicals use standard.
