PROBLEM TO BE SOLVED: To provide a tide embankment/breakwater having high water barrier performance. SOLUTION: Both sides of a water channel each are provided with an anchorage. A film structure 1 having end parts each fastened to the anchorages, extended in the direction of depth over all the depth of water, and extended in the direction of width between the anchorages on both sides is provided between the anchorages on both sides.
