<P>PROBLEM TO BE SOLVED: To provide a method and structure for browsing video clips compressed with methods, including scalable intra-frame codings. <P>SOLUTION: The video thumbnails for browsing video clips are created by extraction and decoding of the base layer intra-coded images of a video clip.
