PROBLEM TO BE SOLVED: To provide a worn-out sheet determination device for sheets, a worn-out sheet determination method, and a worn-out sheet determination program, which are capable of efficiently determining worn-out sheets like bank bills defiled by scribblings. SOLUTION: Image data of a plurality of bank bills which are not defiled by scribblings is inputted from an image input part 11 and is pre-processed by a pre-processing part 12, and an edge detection filter processing part 13 applies a Y filter and a noise removal processing part 14 removes noise to acquire edge images, and an area designated image generation part 15 operates logical OR among a plurality of edge images and stores results in an area designated image storage part 17 as area designated images. When image data of a bank bill which should be determined to be a worn-out bill or not is acquired from the image input part 11, the edge detection filter processing part 13 generates an edge image on the basis of the image and the area designated images, and a worn-put bill determination processing part 18 determines whether the bank bill is a worn-out bill or not on the basis of this edge image.
