PROBLEM TO BE SOLVED: To sufficiently mix fresh air in an intake passage with recirculated exhaust gas, even if a large quantity of exhaust gas is introduced, by introducing a large quantity of exhaust gas by a compact device. SOLUTION: A bending passage for forming a part of an exhaust gas recirculating passage is arranged in the intake passage on the downstream side of an electrically controlling throttle valve with a full opening position as an initial position, and an exhaust gas recirculating quantity control valve is arranged in a cylindrical part concentrically extending to the intake passage from the bending passage. This control valve is composed of a butterfly valve, and regulates rotation of the control valve and rotation of a throttle valve in a range of inclining so as to respectively introduce fluid to the low side of flow resistance, and also reduces a pressure loss by setting a bending angle of the bending passage at an obtuse angle for connecting a straight pipe passage and a connecting passage of the exhaust gas recirculating passage.
