VEHICLE SECURITY DEVICE AND VEHICLE SECURITY SYSTEM

PROBLEM TO BE SOLVED: To provide a vehicle security device and a vehicle security system capable of enhancing crime prevention property of the vehicle while reducing probability that damage is caused on a user.

SOLUTION: An on-vehicle device 11 is provided with an information obtaining part 13 for obtaining body information of a vehicle occupant and transmitting the body information to the outside of the vehicle; and a security control part 12 for determining existence of receiving of a release allowance signal transmitted from a management center 21 and restricting traveling function of the vehicle 2 when the release allowance signal cannot be received. The management center 21 is provided with a management control part 23 for determining whether or not an image signal transmitted from the on-vehicle device 11 is normal and when it is determined that a face image of the occupant included in the image signal is normal, transmitting the release allowance signal indicating the matter to the vehicle 2; and a memory 23a for recording the face image determined as the normal one.
