PROBLEM TO BE SOLVED: To provide a packaging and coating device for a cosmetic composition which device is equipped with easily manufacturable and assemblable components capable of acting on a wiper member, a flow reducing member, etc. and trustworthy and reliable in movements. SOLUTION: A packaging and/or coating device 1 comprising:(1) a first element 10 having an axis, and including at least one slot 51 extending not entirely perpendicularly to the axis; and(2) a second element 20 that is engaged inside the first element, and that is capable of turning relative to said first element 10 about the axis, and that is also capable of being axially displaced in the first element 10, the second element including at least one lug 50 that is engaged in the slot 51, and that is visible from the outside of the device;the slot 51 and the lug 50 being configured in such a manner that displacement of the lug 50 in the slot 51 while the first and second elements 10, 20 are turning relative to each other causes the two elements 10, 20 to be displaced axially relative to each other.
