An image scanning device and an image scanning method are provided to allow only the user having specific authority to access an image file obtained by a scanning process. A scanning part(100) generates digital data by scanning an image formed in a specific medium. A file former(120) forms the generated digital data into a format of the image file. An input part(130) receives user access information set by the user and checking access authority for the image file. A file converter(140) converts the formed image file into the file accessed by only the user access information by using the user access information. The input part includes a communication interface for receiving the user access information from a host device and a key input part for receiving the user access information from the user.
