A management PC (11) is provided with a polling combination table (11a) for storing the data (or combination data), which is set with such a combination of reader/writers as raises no problem even with simultaneous polling, and a polled flag. A management PC (10) refers, in the polling processing of reader/writers (13), to a polling combination table (11a) sequentially from the leading line, and examines the combination data of individual lines. One or more reader/writers (13) set in the combination data are polled in parallel. The polled flag of the polled reader/writer is set to "1". The management PC clears, when it refers to the last line of the polling combination table, the polled flags of all lines of the polling combination table to "0", and repeats the aforementioned series of operations.
